Post-Brexit: what changed for UK nationals in Cyprus

UK nationals lost free movement rights in the EU on 1 January 2021. For those already living in Cyprus before that date, the Cyprus Withdrawal Agreement Implementation Law gave the right to apply for permanent residency under a protected status process — this window has now closed. For UK nationals moving to Cyprus after 2020, the position is clear: you are a third-country national and need a formal residence permit to live in Cyprus long-term, in the same way as an American, Israeli, or Australian citizen. This is not as complicated as it sounds — Cyprus has an established and functional system for issuing residence permits to non-EU nationals, and the UK-Cyprus relationship (Commonwealth history, left-hand drive, shared legal tradition) means that practical life as a UK national in Cyprus is unusually smooth. English is effectively a working language in government offices, banks, and professional services. The UK passport gives visa-free entry to Cyprus for stays up to 90 days in any 180-day period under the EU Schengen rules — but Cyprus is not in Schengen, and UK nationals can enter Cyprus for 90 days without a visa under a bilateral arrangement. For stays beyond 90 days, a residence permit is required.

Visa and residency routes for UK nationals

There are four main routes. Category F residence permit: the standard route for retirees and those living on pension or passive income. Requires provable income of €2,500/month (individual) or €3,500/month (couple), comprehensive health insurance, a clean criminal record certificate (from UK — apostilled), and a local address. Issued for one year, renewable annually; permanent residency after five years. Digital Nomad Visa: for UK nationals working remotely for a non-Cyprus employer or running a non-Cyprus business. Requires a minimum monthly income of €3,500 (gross), proof of remote work arrangement, and comprehensive health insurance. Initially valid for one year, extendable for two more; does not lead directly to permanent residency. Employed in Cyprus: if you have a job offer from a Cyprus employer, the employer sponsors your work permit through the Civil Registry and Migration Department. This is processed as a work permit application and takes 4–8 weeks. Permanent Residency by Investment: a minimum purchase of a new development property at €300,000 + VAT from a qualifying developer. Grants permanent residency immediately, without the annual renewal cycle. Family members can be included. No right to work is attached to the PR permit. There is no general skilled worker visa for self-employed UK nationals operating a business in Cyprus — company formation and corporate tax residency are handled separately from personal residency.

Tax: the UK-Cyprus double taxation treaty

The UK and Cyprus have a Double Taxation Agreement (DTA), signed in 1974 and updated subsequently. Under the DTA, most income is taxable only in the country where you are tax resident — so if you establish Cyprus tax residency (183+ days in Cyprus, or 60 days under the non-domicile rules), most of your income is taxable in Cyprus rather than the UK. Key points for UK nationals. UK state pension: under the DTA, UK government pensions (civil service, NHS, teaching, military) remain taxable in the UK regardless of where you live. Private pensions and personal pensions (ISAs, SIPPs, private employer pensions) are taxable in Cyprus as your country of residence — and you can elect the 5% flat rate on foreign pension income over €3,420/year. Employment income from a UK employer, if you work remotely from Cyprus, is taxable in Cyprus after you establish Cyprus tax residency (some nuance applies if you spend time in both countries). UK rental income from UK property remains taxable in the UK regardless. Dividends from UK companies: taxable in Cyprus as your country of residence under the DTA. Capital gains on UK property remain taxable in the UK. The practical implication: a UK national with a private pension and no UK property to rent out can move to Cyprus and pay 5% flat tax on their pension income — a dramatic reduction from UK income tax rates. Establish this properly: register with the Cyprus Tax Department, file Cyprus tax returns, and get a certificate of Cyprus tax residency to present to HMRC when you de-register from UK tax.

Buying property in Cyprus as a UK national

UK nationals can purchase property in Cyprus without restrictions. The requirement for Council of Ministers approval that previously applied to non-EU nationals purchasing second homes (and sometimes even primary residences) was largely removed in practice even before Brexit, and the administrative landscape for UK buyers has not changed materially since 2021. The purchase process is identical to that for EU nationals: engage an independent property lawyer, conduct DLS title searches, sign and deposit a sale and purchase agreement at the Department of Lands and Surveys, pay transfer fees at the time of title deed transfer. Transfer fees for the first property purchase apply at 3% on the first €85,000 of value and 5% above; if the property has already had transfer fees paid once (common for resales), a 50% reduction may apply. Stamp duty applies at contract signing: 0.15% on the first €170,860 and 0.20% above. UK mortgage lenders do not typically lend on Cyprus property; most UK buyers either purchase cash or use a Cypriot bank mortgage (available to non-residents, typically requiring a 30–40% deposit, with rates in the 3.5–5% range). Converting your UK driving licence

UK driving licences are valid in Cyprus for driving as a visitor. Once you establish residency — specifically, once you have a residency permit and a registered Cyprus address — you are required to exchange your UK licence for a Cyprus licence. The relevant authority is the Department of Road Transport (MCIT), and the exchange is handled at the Limassol, Larnaca, or Paphos district offices. The process: present your current UK driving licence (full, not provisional), your residency permit or registration certificate, a Cyprus identity document or passport, a medical certificate (a standard medical examination by a registered Cypriot doctor — costs approximately €30–€50), and proof of Cyprus address. The exchange fee is approximately €35–€55. Processing typically takes 2–6 weeks. Your UK licence categories transfer directly — if your UK licence covers car and motorcycle, your Cyprus licence will cover the same. There is no requirement to re-take a driving test for UK licence holders. From NHS to GeSY: healthcare transition for UK nationals

UK nationals in Cyprus lose NHS access once they establish permanent residency. The GHIC (Global Health Insurance Card, which replaced the EHIC for UK nationals) covers emergency treatment in Cyprus as a country that has maintained reciprocal arrangements, but it does not cover non-emergency care or give access to the full Cyprus health system. To access GeSY — the Cyprus public health system — you must register. Registration requires a Cyprus TIN (Tax Identification Number), proof of Cyprus address, and, for non-EU nationals, a valid residency permit. Once registered, you pay contributions at 2.65% of your income. The GHIC is useful for the transition period before you have GeSY registration; it should not be relied on as a long-term solution. The practical recommendation for UK nationals moving to Cyprus: purchase private international health insurance before leaving the UK and maintain it through the process of establishing GeSY registration. Private insurance provides a safety net for the transition period and, for many people, is kept alongside GeSY registration to ensure private specialist access. Dental care is not covered by GeSY and must be funded privately in Cyprus — budget accordingly.
